chore: add LCRE banner, SWF/ARC tools, ignore build artifacts

Browse Source 
Replace README banner with LCRE-banner.png. Add SWF inspection
and ARC archive tools. Ignore compiled .class, .swf intermediates,
and staging directory in tools/.
